The decision is not dependent on any decisions of the IRS. Instead, the decision to include or exclude a payment is a question for the DRS to make based on specific criteria. If the DRS makes the determination that one of these payments is a qualifying expense, the DRS must file the return showing the dollar amount of the qualifying expense. If you choose to include your Qualified Expenses on your Connecticut income tax return, you must include your deduction on your income tax Form 1040, along with your return (the Schedule CR or Schedule CT). If you do not include your deductible expenses on your income tax Form 1040, and do not deduct them on Schedule CR, you will owe a 5% tax on the portion of your total expenses that you include on your income tax return. For more information, see “Do I Have to Include my Expenses on my Connecticut Income Tax Return?” below. Note: DRS does not charge any tax for a Connecticut resident filing a Schedule CR. If your Form CT-3 is received by the DRS on or after February 28, 2018, but you are an out or nonexempt individual or your employer is a Connecticut resident, you will be mailed a Schedule CR in your name.
