If this section is found to not be in accordance with the requirements of Paragraph 3 of Title 14, no appeal under this code shall lie to the Board of Pardons and Paroles. All parties to the proceedings shall have the opportunity to attend the hearing held to enforce compliance with this section. If the petition is granted by the Texas Board of Pardons and Paroles or the court, the person, firm, or corporation making the petition should immediately deliver the records to the clerk of the court and file an additional petition with Texas Board of Pardons and Paroles within five (5) days.
